Standard COMSEC Account Evaluation and Assistance Visit:
This visit will encompass all safeguards, accounting and security procedures required by AR 380-40 and TB 380-41. At a minimum, the visit will include:
- Verify physical security measures are employed to ensure COMSEC material is properly safeguarded.
- Verify COMSEC Custodian, alternates and maintenance personnel are properly certified through an approved school-training program.
- Ensure access to the COMSEC Facility is being controlled and all secure locking devices are being properly maintained IAW AR 380-40 and TB 380-41.
- Verify that combinations to all combination locking devices are changed on a regular basis IAW AR 380-5, and that SF 700s and SF 702s are being maintained properly.
- Ensure all COMSEC Accounts have approved emergency plans and that they have been rehearsed IAW AR 380-40.
- Ensure that COMSEC Command inspections are being performed and that corrective actions have been taken based upon the inspector’s findings.
- Ensure Reportable and Administrative COMSEC Incidents are being prepared when required, submitted to the proper authorities, maintained on file and corrective actions have been taken to prevent further incidents.
- Ensure COMSEC accounts are storing, distributing, and destroying COMSEC key IAW AR 380-40 and TB 380-41.
- Ensure physical inventories of COMSEC material charged to the account, including material on hand receipt, are being conducted and reported to the COR.
- Verify completeness and accuracy of all accounting records and files.
- Provide detailed training in all the above areas to the COMSEC custodian and alternates.
- Provide comprehensive in-brief, out-brief, and final report of findings, corrective actions, pending actions, and recommendations to the unit leadership.
