Tobe E Fulford Jr | Program Manager, Communication Security (COMSEC)
Tobe E Fulford Jr, is a native of Kankakee, Illinois. He retired as a Chief Warrant Officer (CW4) with 32 years of military service to the Army, Army Reserve, and Army National Guard. He holds a Master of Business Administration Degree from Governors State University, University Park Illinois.
Mr Fulford’s active duty military assignments include primary instructor of the 31M Radio Relay and Carrier Operations Course and NCOIC of the 31M Field Operations Section at Fort Gordon, GA. After a short break in military service, he joined the Illinois Army National Guard (ILARNG) where his assignments included: Communication Chief, Company C, 129th Infantry, Kankakee, IL; Communications Chief, 1-178th Infantry Battalion, Chicago IL; Telecommunication Center Supervisor, HHC, 133rd Signal Battalion (CRYPTO Technician); and Joint Forces Headquarters, IL System Information Officer, Spectrum Manager; COMSEC Account Manager, and State Command Inspector.
Mr. Fulford has been assigned as a Communication Security (COMSEC) Account Manager (CAM) for over 20 years and therefore has an extensive knowledge of COMSEC accounting procedures and material accountability. He developed the curriculum for the National Guard Bureau (NGB) Command COMSEC Inspector Certification Course (CCICC) and co-developed the Army CCICC program. He is also a certified COMSEC satellite manager since 1993 for the Standardized COMSEC Custodian Course (SCCC) authorized by Fort Gordon, GA. After graduating from the Active Army and Reserve Component Basic Instructor Training, he served as primary instructor for the NGB SCCC and CCICC Courses. Appointed primary Command COMSEC Inspector and System Administrator for the NGB automated COMSEC accounts and ILARNG accounts, he has certified hundreds of COMSEC account managers, command inspectors, and Army auditors.
In 2004, Tobe received the Army’s Outstanding COMSEC Account Manager Award for NGB COMSEC accounts. He is recognized worldwide as a subject matter expert in the COMSEC field and has conducted command inspection COMSEC evaluations and training from company units to the NGB level.
After retiring, Tobe Fulford established his own COMSEC consulting business, Fulford Consulting, and worked as a Disaster Assistance Employee for FEMA.
Tobe Fulford is currently the Program Manager for COMSEC Services at IIF Data Solutions, Inc., which is headquartered in Centreville, VA. IIF Data Solutions provides a variety of cost effective programs and manpower solutions, including full-spectrum COMSEC services, to government agencies and the private sector.
Tobe Fulford and his wife, Wanda, reside in Crete, IL and have four children, Christine, Tobe III, Bernard and Tiffany.
