Areas of Expertise:
IIF has considerable experience in Logistics Support and Construction and Facilities Management. Our program managers come from a variety of fields, where they held key positions in the Army Directorate of the National Guard Bureau and in state logistics and facilities programs. One of our top program managers was chair of the Executive Advisory Group for Logistics Excellence (EAGLE) for four years.
Our IIF Domestic Operations Team is comprised of experienced professionals, each possessing subject matter expertise and years of experience and leadership in domestic operations and emergency management in both joint and interagency environments.
IIF is providing an array of Logistics support services to assist Directors of Logistics, J4s and USP & FOs. These services include:
Property Book Accountability & Assistance Teams (PAAT)

Accountability of equipment is a title 10 responsibility of the USPFO. It is also essential for accurate readiness reporting. Readiness of on-hand equipment is critical if states are to meet their challenge of producing trained and ready units for State and Federal missions.
IIF data has provided a PAAT to a large state to assist in accounting for property, while dealing with the challenges of standing up the only SBCT in the Army Guard and mobilizing its other two BCTs. IIF presents solutions to equipment accountability challenges by providing technical assistance and instruction and promoting adherence to supply procedures at the unit/activity level.
IIF offers onsite organizational support as well as assistance and training to individual units/activities. All assistance is customized to fit the needs of the client. The team will provide a model of excellence to enhance compliance with existing property accountability measures.
Property Book Team

Transformations have created separate BCTs that require their own PBOs. In order to deal with the magnitude of $1.5B of modern equipment being fielded for a SBCT, we provide a quality team of former Guard NCOs with extensive property accounting experience. This team is invaluable to the effort of identifying massive amounts of equipment to turn in, while keeping on top of the constant stream of modern equipment coming in.
Maintenance

IIF has a staff of experienced maintenance officers who held key positions in the Army National Guard Maintenance arena. Our maintenance officers deliver an extensive list of accomplishments, some of which include:
- Chairing the NGB Maintenance Advisory Committee.
- Chairing the EAGLE.
- Managing a maintenance program in a large state with over 400 fulltime personnel and recognition from TACOM for running one of the most effective RETROEUR repair sites in the Army (the TACOM commander personally recognized the site for its outstanding contribution to Army readiness)
Food Service

IIF has provided experienced food service personnel to assist USP & FOs with the important task of ensuring a high quality of food supply. Poor food service can negatively impact troop morale and IIF recognizes the importance of this factor.
Construction and Facilities Management Services

At this time of unprecedented transformation and mobilization OPTEMPO, it is critical for a state’s Construction and Facilities Management Offices (CMFO) to identify their MILCON and Sustainment, Restoration & Modernization (SRM) funding requirements. The CFMO is responsible for 1) providing accurate budget estimates, and 2) identifying and validating MILCON requirements to establish National construction priorities. IIF is currently providing Construction and Facilities Management services to several states.
The Master Planner provides assistance to the CMFO by performing many operational management and facility planning functions. He facilitates the development of the respective state’s Master Facility Plans and provides management support to the CFMO for Real Property Planning and many of the NGB reporting requirements.
IIF knows the duties of the Master Planner and understands that a trained and knowledgeable Master Planner plays a critical role in support of a state’s infrastructure by creating relevant reports on state facilities that are directly linked to funding and other benefits. By replicating the Master Planning support currently provided to Pennsylvania and Illinois ARNG, IIF is capable of implementing Master Planning Program services for any state.

Another important function of the CMFO/USPFO is the administration & management of construction contracts to ensure timelines are met and quality measures are in place. IIF can provide construction management technicians and contract administration specialists to ensure construction is executed in accordance with contractual specifications.
IIF can provide a Help Desk and offer a mobile assistance team to provide guidance, remedial training, and to ensure compliance with established standards as required under contract by a state.
On request, IIF will customize a program that addresses a state’s current and future challenges. IIF will provide the quality support and services that will result in accurate facility reporting and planning.
