Responding to an urgent 2007 National Guard Bureau (NGB) request for program management support, IIF expeditiously assembled a team of military intelligence and aviation subject matter experts to assist the Army National Guard (ARNG) with transformation to the modular force. Our mission is to manage all aspects of UAS unit set fielding (USF) and system integration in accordance with joint-service DOTMLPF strategies.

Mision

IIF personnel working in direct support of this project have more than 80 years of military aviation and training experience that extends from company through division level, including service at U. S. Army Institutional Training Centers and State Area Readiness Command/Joint Force Headquarters. They have extensive experience and knowledge of NG state and federal homeland security and war fighting missions, hands-on training in live, virtual and constructive training environments, support to civil authorities, as well as international military student activities.

System Integration

Extending through FY15, the ARNG will man, equip and train up to 40 RQ-7 Shadow commands in 29 States; field more than 560 RQ-11 Raven systems to all Infantry Companies of each Brigade Combat Team (BCT) and Special Forces Group; and program Unit Set Fielding (USF) requirements for the MQ-1C Sky Warrior system to the eight ARNG Combat Aviation Brigades. IIF personnel fully coordinate all UAS integration and fulfillment of mission requirements with HQs DA-G3 and G-8, FORSCOM, TRADOC, PM-UAS, PEO-STRI, industry partners, NGB and ARNG customer units.

System Integration

When fully integrated, the Guard’s UAS programs will deploy and support Army Commanders’ response capability to conduct an array of wartime missions to include:

  • Wide area near real-time Reconnaissance, Surveillance, and Target Acquisition (RSTA)
  • Command and Control, Communication Relay, Signals Intelligence (SIGINT)
  • Electronic Warfare (EW)
  • Attack and Weapons of Mass Destruction (WMD) detection.
  • Battle Damage Assessment (BDA) capability.
  • Special operations missions during peacetime and all levels of war against defended/denied areas over extended periods of time.

Value Added Performance

IIF provides experience in analyzing policy, coordinating and staffing actions and recommendations within NGB, Department of the Army, and Department of Defense (DoD), the 54 States and Territories, and interagency operations. IIF personnel are familiar with key documents that affect the NG such as state and federal laws, FAA, DoD and Service Instructions, Directives and Regulations, the National Military Strategy, Defense Program Guidance and United States Northern Command (USNORTHCOM) UAS Domestic Concept of Operations (CONOPS) planning factors.

Future Ops

Contingent upon FAA approval of UAS operations in the national airspace system, future UAS domestic civil support (CS) mission sets may include:

  • Incident Awareness Assessment (IAA)
  • Incident situational awareness and damage assessment to include hurricane, tornado, natural and man-made disaster surveillance.
  • Search and rescue (SAR)
  • Evacuation monitoring.
  • Command and control operations.
  • National Special Security Events (NSSE) – e.g. national political conventions, State of the Union Address, major sporting events, etc.
